I remember Joss fanboy squealing over Mr Rowland because he was famous within the sci-fi community for a role on a tv show that escapes me now

It's been a while since I listened to the "Conviction" commentary, but I think Joss was fanboying over Rowland in the series Space: Above and Beyond, which only lasted one season on Fox and was created by a couple of X-Files writers.
